Rhode Island Residents can get their RI 3-Wheel Motorcycle Endorsement by completing the 3-Wheel MSF Basic Rider Course (BRC) in Massachusetts or Connecticut.​

Course Information

  • You must complete the 5-hour, self-paced online e-course (at your home/office) before the end of your class (ideally completed before the class). Bring a screenshot of the proof of completion certificate to the class to show the instructor.

  • Access to the online e-course is provided to you in an attachment to your emailed confirmation letter

  • RI residents will receive their CanAm 3-Wheel Motorcycle License without having to take a Road Test at the RMV

  • ï‚·2025 Can-Am Ryker's are provided

  • Loaner Helmets are provided

  • 4 hours/per day riding session (on-site)

RI 3 Wheel Motorcycle License Information​

AFTER COMPLETING THE TRAINING WHEELS 3W CLASS, RI RESIDENTS SHOULD FOLLOW THESE STEPS:

​Within two days following the class, you will receive an email from Training Wheels with the MREP Out of State Certificate of Completion.
 
Step 1 (to be completed by student)

*You must create a login and then look for the Reciprocation fee (It does seem as if you are signing up for a class with CCRI while trying to pay for it).

Step 2 (to be completed by student)

After this payment step is complete and you receive a receipt, please submit all paperwork listed below by email only to (aricci@ccri.edu).  These documents should be taken as one picture and emailed as an attachment for the quickest turnaround.  If pictures are on 3 different forms upside down and sideways they will not be processed.

 

These steps need to be followed accurately, for the quickest service.  We are not the DMV.  The Certificate we send you is the only certificate recognized by the RI DMV.  Without it, the DMV will send you back to CCRI and we will ask you for the paperwork again. 
 

  • A current copy of the (MREP or CONREP Out of State Certificate of Completion) with the name of student, completion date, and scores of both written and skills tests from an approved training site. (If MSF Ecourse is in use, we will need the letter to read “passed ECourse” underwritten score. (Provided by the Training site)

  • A copy of the signed MSF completion card with Instructor # (Provided by the Training Site)

  • A copy of their valid RI Driver’s License.

 

The above three items should be taken as one picture.

​(Please include in your email a phone number and any address change information for either license change and/or mailing change. We will need the mailing address as well as the address you want on the certificate if it is different than the mailing address. We will be mailing your certificate to the address on the license if you do not include updated information.)
 
Understand this process could take between 2 to 4 weeks to receive your completion certificate depending on the workload and weekly schedule concerns.  Taking the correct steps listed above will certainly help this wait time and get you on the road quickly.  I advise waiting for the certificate to arrive before making a registry appointment.

Next step after you get a Certificate of Completion from CCRI:
What to do after you get your certificate of Completion in the mail? Understand that the RI course completion card is not an RI permit! You cannot ride your motorcycle legally until you do the following:
 
THE CERTIFICATE

 

  • We will provide you with a signed copy of your certificate

  • You must also sign where indicated on the certificate

  • Make a copy of the certificate for your records – some insurance carriers offer discounts for taking MSF courses​

*Please Note: Your certificate is only valid for SIX MONTHS. If it expires, you must return to CCRI and re-take this course.


THE PROCESS

 

  • Bring the certificate to any DMV registry (or AAA if you are a member)

  • They will take the Certificate and issue you a Motorcycle Learners Permit

  • If you have a CDL License you must go to the 3rd floor of the Cranston DMV (registry) building for processing.

  • Not less than 30 days later, return the permit to the Registry, or AAA, where they will issue you a Motorcycle License.

RESTRICTIONS – LEARNERS PERMIT

 

  • Your learner's permit entitles you to operate a motorcycle on the public highway, other than limited access highways, under the general supervision and whether or not under the immediate control, of a licensed motorcycle operator at least 18 years of age.

  • You MAY NOT carry passengers other than the supervising driver until you are licensed.

  • The Rhode Island Motorcycle Learners permit is NOT VALID in surrounding states.      

                                                                                                              
*Please Note: The Rhode Island Motorcycle Learners permit is only valid for 18 months. If your permit expires, you must return to CCRI and re-take this course.
